Problem:
This issue is caused by the installation of Microsoft Q828750 in MS03-040:
October 2003, which is a Cumulative Patch for MS Internet Explorer. Please see

To address this issue for Domino Web Access (DWA) on Windows XP, install the
Microsoft fix Q832894 in the MS04-004: Cumulative Security Update for MS
Internet Explorer. Refer to the following site for further information about
the fix.

See http://support.microsoft.com/?kbid=837251 for details on the updated
urlmon.dll that was released after the MS04-004 update.
Additional Information:
In one specific case, a customer running Domino 6.5.1 on OS390 had SSL enabled
and got the same error after installing an older version of ie6, service pack
1, and Q832894. If Q832894 was uninstalled, the problem went away. This only
happened when the customer installed ie6 separately from service pack 1 and
Q832894. The errors stopped after installing the latest downloadable
ie6/service pack 1 bundle.
